British-Style Beef Stew with Dumplings

- 2 tbsp all-purpose flour
- 2 cloves garlic, minced
- 6 oz onions
- 5 oz celery
- 5 oz carrots
- 2 leeks, chopped
- 7 oz rutabaga
- 2/3 cup red wine
- 2 cups beef broth
- 2 bay leaves
- 3 tbsp fresh thyme
- 3 tbsp fresh parsley, chopped
- 1 cup all-purpose flour
- 1 tsp baking powder
- 2 oz beef suet (or vegetable shortening)

Preheat the oven to 350°F. Heat the oil and butter in an oven-safe Dutch oven.

Sear the beef until well-browned on all sides.

Sprinkle with flour, stir, and cook for an additional 2-3 minutes.

Add the garlic and all the vegetables, and cook for 1-2 minutes.

Pour in the red wine and beef broth, then add the bay leaves and thyme. Season to taste.
